I came across a 2018 article published in BBC titled How the Finnish survive without small talk. I am by no means an expert on the contemporary state of chatter (or lack thereof) in Finland.  For that reason, I am largely willing to defer to the author of the article.  However, I do have one theory on how the FInnish may manage to survive without small talk:  They most likely avoid talking about how they do not engage in small talk.
